 BUDGETING TRAINING

 

Overview of the Training:

Municipalities have to comply with various sets of legislation and regulations in preparing Annual Budgets and reporting on the Annual results.  The Municipal Finance Management Act (MFMA) requires Accounting Officers of Municipalities and Municipal Entities to ensure sound and sustainable management of the fiscal and financial affairs by establishing budgetary and financial planning processes and the co-ordination of these processes. 

 

Additionally the annual budget for 2017-18 should reflect the Municipal Regulations on Standard Chart of Accounts which provides a structured classification framework utilising all 6 regulatory segments.

                    

Participants that should attend:

*Middle to Senior Managers involved in Budget preparation

* Employees directly involved in the Budgeting process

*Council Members who evaluate and approve budget and budget related policies

 

Course duration:

The course will be held over 2 days.

PERFORMANCE MANAGEMENT

 

 

Overview of the Training:

The performance management workbook strives to establish common language within the municipality and municipal entity officials, thereby ensure some level of consistency and uniformity in the application of mSCOA concept and legislative requirements; project management; risk management; and performance reporting. 

 

The workbook is not meant to prescribe what municipalities’ Risk Management framework, Project methodologies should adopt but provides guidelines on existing international recognised frameworks and methodologies.  However, the municipalities and municipal entity must apply the mSCOA concept and prescribed mSCOA segments as well as aligning “SMART” KPIs with the municipal IDP and national requirements, budget, baseline and targets.

 

The workbook is not meant to go into detail on project management and risk management processes but only to draw the attention how performance must be effectively managed and reported the mSCOA way.

Ward Councillors, Performance Management Officers, S56 & S57 Managers

BASIC ACCOUNTING

 

Overview of the Training:

The training programme is aimed at giving officials exposure to the fundamental accounting principles, processes and systems, as well as terminology to prepare and support them in their various roles in the municipal environment

 

Participants that should attend:

 

Both financial and non-financial officials, requiring knowledge of the basics of accounting in the municipal environment

 

Course duration:

The course will be held over 2 days.
