Sean Collins CA(SA) - Ducharme Consulting Sean qualified as a CA(SA) in 2001. He has over 19 years work experience of which 8 has been spent consulting to the public sector in financial management while at Ducharme, EY and PwC. Prior to consulting career worked at the Auditor General and was the audit manager responsible for the compilation of the AG’s general report for Local Government as well as National and Provincial Government as well as performing international audits. He has wide-ranging experience of audit turnarounds, Performance expenditure reviews, financial maturity assessments and process mapping. Training Sean has been involved with mSCOA since 2014 and has liaised with with National and Provincial Treasury officials, developed and coordinated approaches to mSCOA. He also attended all but one of the National Treasury ICF workshops which included presenting at the ICF in Durban in 2015 (Role of internal audit and program assurance) He is the project leader providing capacity development to GIZ partner municipalities which included an assessment, training and budget analysis. This included designing appropriate tools. He has also presented training to Gauteng municipalities and councillors on behalf of SALGA, helped evaluate the impact of mSCOA on prepaid electricity with accompanying training for ONTEC and Landis+Gyr. He was part of the team that assisted Dr Kenneth Kaunda with their mSCOA budget compilationbehalf of CIGFARO in De Aar for the Pixley Ka Seme Region
