City of Tshwane - March 2015 to October2018:

Business Analyst engaged at the City of Tshwane Metropolitan Municipality (CTMM), responsible for a detailed gap analysis of the CTMM chart of accounts (including its entities – Tshwane Economic Development Agency and Housing Company Tshwane) against the National Treasury Municipal Standard Chart of Accounts (mSCOA). Further lead in the communication of frequently asked questions (FAQ’s) through the National Treasury mSCOA FAQ database, to request accounts to be added to the mSCOA chart - providing practical value add for all municipalities in the country.

My role included the facilitation of workshops, formal presentations on mSCOA, training and skills transfer to municipal staff regarding the business reform of budgeting, transacting and reporting in 7 segments using the double entry accounting principle. This role required significant process understanding, and immense change management to ensure a smooth transition to the mSCOA environment.

Liaison between the CTMM and the SAP consultants responsible for bridging the gap of the current ‘AS IS’ business process to achieve the ‘TO BE’ business process. As an interim measure through Microsoft excel until the Budget Planning and Control SAP system is in place, converted the two-dimension Capital and Operational budget (Cost Center, General Ledger Code) to a multi-dimensional budget consisting of Project-, Function-, Fund-, Region-, Costing and Item (General Ledger) Segment(s). This included the statement of financial performance and statement of financial position budgeting.
